Panther Grove 2 is pleased and deeply grateful for the Livingston County Board's approval. We appreciate the board's commitment to a fair and transparent process. Thank you to all our community supporters, landowners, and stakeholders who support the project. Your voices have helped shaped this project, and we look forward to the continued partnership as we move towards construction and operation.
As America enters a new era of manufacturing and industrial growth, communities across the country are looking for smart ways to modernize their electric grids with safe, reliable, and renewable power.
Panther Grove 2 Wind Energy Facility is part of that solution - a $1 billion clean energy project that will deliver up to 468 megawatts (MW) of wind power, enough to power 157,000 homes across Illinois.
The wind turbines being installed will be at the upper end of land-based wind turbine efficiency, which allows for financially stable electric generation and in turn cheaper domestic supplied energy.
The project will feature up to 104 advanced wind turbines designed for maximum safety, efficiency, and durability - even in tough weather conditions. Built with the latest construction techniques and materials, today's wind turbines are more resilient and compatible with agricultural land than ever before.
Located in a primarily agricultural area, the Panther Grove 2 site will continue to support farming and livestock grazing throughout the life of the project. Only 82 acres out of over 33,000 acres under lease will be temporarily removed from agricultural production during operations - leaving the vast majority of the land available for productive use.
Panther Grove 2 will bring significant long-term benefits to the community, including lower energy costs through the addition of clean, local power. There will also be new income for landowners hosting turbines and for the 170-plus participating residences and community buildings, along with reliable tax revenue for schools, first responders, and public services. Good-paying union jobs and skilled trade opportunities will exist during construction.
The facility has been developed and will operate in full compliance with local and federal standards, using best practices for land use and engineering. Through advanced monitoring and control systems the project will exceed the local sound and shadow control standards, while modern wind turbine efficiency helps ensure cheaper US-generated energy.
The Panther Grove 2 Wind Project is being developed under a partnership agreement between CIP and Enbridge.
Global leader in energy infrastructure investments, specializing in developing and constructing large, complex projects that shape the future of energy. With U.S. headquarters in New York City, CIP has supported over 120,000 MWs of clean energy projects in development globally
Enbridge is a multinational pipeline and energy company, and the largest oil and gas distributor in North America. With U.S. Renewables division headquartered in Dallas, Enbridge moves 30% of crude oil and 20% of natural gas produced in North America and has ownership in 5,261 megawatts (MW) of clean energy projects.
This project delivers long-term economic, environmental, and community benefits - providing clean, reliable energy while supporting local farms, jobs, and infrastructure.
The Panther Grove 2 Wind Project represents a transformative $1 billion investment in Livingston County - boosting jobs, strengthening schools, and supporting local services for decades to come. This is an opportunity to secure long-term investments in Livingston County's future - strengthening infrastructure, growing the local workforce, and helping Illinois lead the way in clean, reliable energy.
Panther Grove 2 will inject millions directly into the Livingston County economy - supporting families, strengthening businesses, and creating lasting financial growth.
Panther Grove 2 will deliver more than just clean energy - it will generate over $160 million in property tax revenue over the life of the project, fueling the essential public services that make Livingston County thrive.
$105 million for local schools alone:
These funds represent more teachers in classrooms, stronger educational programs, and better resources for students - without raising local taxes.
Financial support will strengthen the community's libraries, fire districts, and roads as well. Public roads utilized for the construction access also will be like new once the project's construction ends.
Panther Grove 2 is more than a source of clean energy - it's a smart investment in Illinois' environmental health, public well-being, and long-term sustainability.
Clean, Local Energy
This project will generate Illinois-made electricity - powering homes, businesses, and manufacturing with zero-emission energy that strengthens America's energy independence.
Meaningful Emissions Reductions
By replacing fossil-fuel-based generation, Panther Grove 2 will eliminate approximately 800,000 metric tons of carbon dioxide annually - the equivalent of taking over 170,000 cars off the road.
Water Conservation
Unlike traditional thermal power plants, wind energy uses no water for cooling. This project will save more than 900 million gallons of water every year, helping to protect local water resources for future generations.
Cleaner Air for Healthier Communities
Panther Grove 2 also reduces harmful air pollutants like Sulfur Dioxide (SO2) and Nitrogen Oxides (NOx) - both linked to respiratory issues, smog, and acid rain. That means cleaner air and a healthier environment for everyone in the region.
We're committed to transparency. Below are answers to some of the most common questions about the Panther Grove 2 Wind Energy Facility - how it works, what it means for the community, and what to expect next.
